Information and Requirements
Driver education promotes and teaches safe driving attitudes, defensive driving skills, and respect for the rules of the road. It prepares students for the Registry of Motor Vehicles license exam; and it strives to prevent or reduce accidents and fatalities that involve young drivers.

Driver Education Age Requirement
- 15 years, 9 months: Students can begin classroom instruction
- 16 years: Legal age to operate with a Learner’s Permit.
- 16 1/2 years: Legal age (to the day) to be licensed with a Driver Education Certificate.
- 18 years: Legal age (to the day) to be licensed without a Driver Education Certificate.
Completing Drivers Education
Driver Education at Concord-Carlisle High School includes:
- 30 classroom hours,
- 12 hours of behind-the-wheel instruction and 6 hours of on-the-road observation,
- 2 hour parent/guardian class, attended by at least one parent (certificate valid for 5 years).
Once all of the above is completed, we send a certificate to the RMV.
A new RMV regulation in affect May 1, 2019: Parents must attend the RMV-mandated Parent Class before their child will be allowed to participate in driving lessons with an instructor. We will cover your responsibilities, your child’s responsibilities, as we will review our program’s policies. Also, you will hear tips and hints on how to teach a new driver and a review of laws that have changed in the last 10-20 years.
Parents/guardians are responsible for an additional 40+ hours of on-the-road practice. It is recommended that you complete the program within one year. The RMV requires you to complete the program within two years.
Classroom Instruction
- All classes must be completed and no more than three of the fifteen 2-hour modules can be missed during the session.
- If you miss a module, you must make up that specific module at a time when it is offered again.
- You must attend at least the first classroom session and have a learner’s permit and a parent/guardian must have attended a parent class before you are eligible for a driving lesson.
- You need a minimum grade of 80 on the final exam to pass the course.
- We recommend you download or purchase a copy of the RMV Driver Manual– online or at a RMV office ($5) or the Community Education office ($4).
Driving Instruction
- 12 hours of behind-the-wheel instruction and 6 hours of observation is required. Your first 6 lessons should consist of 1 hour of driving and 1 hour of observation. The remaining 6 hours of behind-the-wheel instruction can be arranged in 1- or 2-hour sessions.
- You will be picked up and dropped off at CCHS by the Dining Commons.
- You must wear proper footwear for driving. Shoes with high heels or open heels such as flip-flops or clogs are not permitted.
- Please be prompt! The instructor will wait 10 minutes after the appointed time. After that time, the you are considered a “no-show” and will be charged.
- You must have your Learner’s Permit with your or the driving will be cancelled and you will be charged. Per RMV regulations, you are not permitted to drive with a photocopy or picture.
- The missed-lesson/late cancellation fee is $52 per hour weekdays, $62.50 weekends/holidays.
- The school reserves the right to cancel a driving lesson. In such a case, the students will not be charged. (If there is inclement weather, the parents, student, and teacher will consult and decide if a lesson is unwise.)
Making a Driving Appointment
You may make a 1- or 2-hour appointment. We can assist in finding a partner for observations.

Driving Appointment Cancellation Policy
Driving Appointment Cancellation Policy: If, for any reason, you are unable to make a driving appointment, you may contact another student to substitute. If you must cancel, cancellation must be before 1 PM the weekday before the driving or, in the case of weekend or Monday appointments, 1 PM Friday. Failure to cancel on time results in a fee of $52 ($62.50) per hour with both drivers charged.
Observation Hours: Students must complete 6 hours of observation with partner.
- When you are observing, you are paying attention to what is happening.
- Per RMV regulation, you must have your Learner’s Permit with you for Observation hours as well.
- No sleeping, texting, phone calls, homework or headphones.
Your Passport Cards
The yellow and white cards are your “passport” to Driver’s Ed. Bring them with you to every class and every drive; your instructor must sign the card for each lesson.
Once you get your permit, fill in the number on your yellow card.
When your yellow driving card and white classroom card are complete, bring them to the Community Education office for processing.
You will receive an email from us with next steps. About 7-10 days after completion turning in your cards, and when you have had your violation-free Learner Permit for at least 6 months, you can schedule a road test with the RMV for your JOL license.
Getting a Permit
The learner’s permit exam tests your understanding of Massachusetts motor vehicle laws and safe driving practices. A learner’s permit gives you permission to drive while you practice your driving skills and prepare for your road test.
To apply for a learner’s permit, you need to:
- Be at least 16 years old.
- Start your application online
- Bring your required identification and completed application to an RMV Service Center
Topics covered on the exam include alcohol misuse, suspensions, and JOL violations, as well as rules of the road and identifying road signs. To pass the exam, you must answer 18 questions correctly within the allotted time of 25 minutes. To prepare for the exam, study the Class D driver’s manual.
All tests must be taken at an RMV Service Center and are only available on a walk-in basis.
There is a $30 fee for your permit.
Road test
About 7-10 days after completion turning in your cards, and when you have had your violation-free Learner Permit for at least 6 months, you can schedule a road test with the RMV for your JOL license.
If you want CC Driver Education to sponsor your test (Cambridge, Leominster, Lowell, Watertown, or Wilmington locations) with a school car, we can do so for a fee of $100*.
Road tests are scheduled weekdays between 9:00 am until 4:00 pm. During the school year, if you would like us to take you, please try to schedule your test between 9:00 am – 1:00 pm. They require about two hours, including travel to the RMV, the test, and a return to CCHS. After you book your road test, contact us immediately so that we can reserve a car and schedule a teacher-sponsor for you.
You may also opt to schedule an optional practice road test with us. These are one hour in length and a parent is welcome to join you and hear the feedback from our instructors. The fee for this is $25 on a weekday or $35 on a weekend.

Junior Operator’s License (JOL)
Any motor vehicle operator or motorcyclist between the ages of 16 1/2 and 18 is considered a Junior Operator. The Junior Operator Law has several requirements and restrictions that significantly affect the operation of a motor vehicle by a person who has a Junior Operator’s License (JOL). The basic purpose of the law is to provide new drivers supervised opportunities in which to develop good driving skills, while keeping those drivers free of the possible distractions caused by friends under age 18 who are present while the drivers are behind the wheel.
You may not operate a motor vehicle within the first six months after receiving your JOL while any person under age 18 is in the vehicle (other than you or an immediate family member), unless you are accompanied by a person who is at least 21 years old, has at least one year of driving experience, holds a valid driver’s license form Massachusetts or another state and is occupying a seat beside you.
The passenger restriction that applies to the Junior Operator (Under age 18) is lifted once the Junior Operator completes the six-month period or you reach age 18, whichever occurs first.
The six-month passenger restriction period will stop running, temporarily, during any suspension. When your JOL is reinstated, you will still have to complete the remainder of the six-month restriction period that existed at the beginning of the suspension period, unless you have already turned 18.
As the holder of a Junior Operator License (JOL), you may not operate a motor vehicle between 12:30 am and 5:00 am, unless you are accompanied by one of your parents or your legal guardian. If you are found operating a motor vehicle in violation of this restriction, you may be charged with operating a motor vehicle without being licensed. This is a criminal violation.
If you violate the passenger restriction or the night restriction, you will be subject to a license suspension of 60 days for a first offense, 180 days for a second offense, and one year for subsequent offenses. For a second or subsequent offense, you will also be required to complete a Driver Attitudinal Retraining course. The law requires the Registrar to impose this suspension in addition to any other penalty, fine, suspension, revocation, or requirement that may be imposed in connection with a violation committed at the time you were violating the passenger or night restriction.
You may not operate a motor vehicle that requires a commercial driver’s license (CDL).

You will be suspended for one year if you are under 18 when you have committed certain driving offenses and alcohol or drugs were involved (180 days if age 18 to 21), in addition to any penalty assessed by a court or other law.
You will be ineligible for a full license until you have completed the period of suspension imposed while operating with a JOL and you reach age 18.
You will face additional suspension periods of one year for a first drag racing offense and three years for a subsequent offense, you will be suspended for one year.
